Chops (patterns) to a drummer are like colors to a painter. You can have all the colors in the world but it doesn't mean you can paint a good picture (give the colors meaning). The phrasing is what gives the chops structure and meaning. All notes are not created equal. Some have far more musical value in terms of dynamics, articulation, tone, and feel.
